I have been researching through the internet for Church documents and have discovered with much chagrin the beautiful Pastoral Statements of the CBCP. One might as well explain Quantum Physics to a grade school student than simply read Lumen Gentium or Gaudium et spes to a group of businessmen or poor cooperative members. Vatican II remains merely a "title" to so many Catholics even among the upper classes, but even among the latter its teachings are little understood much less lived in their day to day experiences. So many important issues that the people need to learn and comprehend are rarely brought to their attention for more meaningful discussion, so much so, that even the basic rights and responsiblities of the Laity are little appreciated much less meaningfully fulfilled. In the more than eighteen years that I had worked with various Charismatic communities, as well as among my frequent forays or deeper immersion in communities of the poor - in Smokey Mountain in Tondo and in Bagong Bario in Caloocan - I can with confidence say that very little of what the Church endeavors to address among the people ever reach them, much less understood. The question is, have they truly been effective? To answer this, more questions will have to be asked: Have they truly identified their true audiences? Have they accurately identified the needs of such audiences in accordance with the Church's mission? Have they determined the tools and techniques needed to reach them? Are they communicating to them in the manner and in the languages and style best suitable to them? Are these audiences responding to their communication in accordance with their expectations? And finally in more specific terms, have they really, made any significant change in the lifestyles, attitudes and behavior of the people in accordance with gospel values and the directions set forth in the pastoral concerns of the CBCP?

Its enumeration of activities are an envy of the uninitiated in media arts as they appear on first glance as truly comprehensive. One look at the profile of the Social Communications Department of the Catholic Bishops Conference of the Philippines and one can't help but be impressed, what with its numerous awards and accomplishments, especially those relating to the nation's history. How effective has the Catholic Church been in communicating its mission in the Philippines?
